For the last couple of years, Cambridgeshire and Peterborough Councils have been working together to share best practice, resources and improve financial efficiency for the taxpayer, and have developed a more commercially focused approach to delivery. This has resulted in the creation of the Business Improvement and Development Directorate comprising of the Transformation Team (Cambridgeshire), Shared Services Programme, Project Management Team (Peterborough), Business Intelligence Team and Commercial Team (Cambridgeshire).
This new role will join the Directorate Management team alongside the Head of Transformation and the Head of Business Intelligence working closely with the Director of Business Improvement and Development, Amanda Askham.
This post will be responsible for the delivery of Cambridgeshire’s Commercial Strategy, seeking to deliver substantial new income, drive efficiency and value for money across the authority. The Strategy covers three key themes: Acquisitions and Investments, Contributions and Funding as well as Contracts and Procurement. The current Strategy, approved in April 2019, runs until the end of financial year 2021 at which point the post holder will need to evidence their impact and create a new Strategy to embed and drive forward commercialisation across the authority.
The post holder will work closely with senior managers, elected members, finance, transformation and property as well as managing and liaising with external contractors brought in to support and deliver discrete pieces of work. Cambridgeshire has already appointed Redington as its investment advisor to develop an investment strategy and help build in-house skill and capacity for investment decision making. This is an ongoing process that the post holder will wield significant influence over.
Currently, there is no Commercial Team in place but resource has been allocated for the creation of a commercial function. This provides a unique opportunity for the post holder to innovate, create and implement a commercial function to deliver the outcomes of the Commercial Strategy. This process will need to be delivered at pace, and the post holder will have access to transformation and finance resources.
